Duplicate the base layer and set the layer to Linear Dodge at 100%.

Make a new layer and fill it with #000844. Set the layer to Lighten at 100%.

Duplicate the base layer and drag it to the top. Set it to Screen at 100%.

Duplicate the base layer again and drag it to the top. Set the layer to Lighten at 100%.

Merge your layers together and add some text and your done!
