Turn into

You need a picture. I got mine from here.

First duplicate the base and set it to screen.

Now make a new layer and fill it with #FF007E. Set it to lighten at 100% opacity.

Make a new layer and fill it with #003483. Set it to lighten at 100% opacity.

Duplicate the base layer again and drag it to the top and set it to saturation at 100%.

Your layers should look like this:

Layers >> Merge All

I also added a 3px white border and 1px #FF007E border.

You're all done!
