You need a picture. I got mine from here.
First duplicate the base. If you want to resize your picture (Image >> Image Size) do it before you duplicate.
Now go to Edit >> Transform >> Flip Horizontal (or Vertical, whichever you prefer)
Now it's just a matter of blending! If you need help blending, check out my Beginner Blend Tutorial
I also added a border and a texture.
